Job Description Principal Solution/Business Analyst for Oracle Health Insurance Role Description He or she bridges the gap between our customer’s business use cases centered around Heath Insurance Claims and Policy Administration and the software features that are required to support those use cases. The functional analyst takes the business requirement documents produced by our product management team, shapes them into a solution design that is consistent with our application and provides the technical architects, developers, and QA specialists in the development team with the input that they require to do their respective jobs. Solution design and authoring development documents are the core responsibilities of a functional analyst. Analytical prowess, attention to detail, and writing skills are essential for a person in this role, given the challenging complexity of our customer’s business, i.e. the health insurance market. Organization Oracle Health Insurance (OHI) is a development organization within the Financial Services Global Business Unit that is dedicated to building the best enterprise application software for healthcare payers across the globe. We build solutions that support and automate the core payer processes, such as claim adjudication, claim pricing, member and group enrollment, member and group premium calculation, authorization processing, and value-based payments. It’s our goal to help healthcare payer provide their members the best possible experience while reducing operational costs and preparing them for the future. Responsibilities These are the responsibilities of a functional analyst Responsibility What is expected? Solution Design The analyst carefully reviews solution guidance that is provided by the product management team, making adjustments when necessary. The analyst translates the high-level solution direction documents into a workable solution design. The analyst anticipates the consequences of design choices to existing features and proposes ways to remediate them. Author development specifications and customer documentation The analyst provides a concise description of new functionality, without losing track of the underlying business requirement. The analyst makes complex functionality transparent by using appropriate visuals and examples. The analyst writes unambiguous specifications that serve as input for the development and quality assurance team. Coordinate between the development and product management teams The analyst represents the customer’s point of view towards the development team and the ‘feasibility’ point of view towards the product management team. Provide guidance on customer service requests The analyst assesses customer service requests, identifying those that require immediate resolution. The analyst provides guidance on how to resolve service requests that require functional resolution/workarounds. The analyst makes an impact assessment of a solution approach to the affected customers. Tasks/Activities How does this person spend his or her time? Assessing, analyzing, and vetting business requirement documents and solution direction documents Authoring development design specifications and related documentation Coordinating with the product manager to ensure that new feature designs match the business requirement and are consistent with existing product features Coordinating with the technical analyst to ensure that the technical implementation aligns with the functional requirement Supporting the quality assurance team to ensure that the test strategy overlaps with the known customer use cases Presenting new feature specifications and their corresponding business requirements to the development team when initiating new development cycles. Competencies What does the role require in order to fulfill the responsibilities? · Analytical Prowess and Attention to detail o Able to absorb and present back complex problems o Able to recognize solution patterns and apply them for consistency o Able to appreciate the balance between product consistency and end-user experience o Able to see the bigger picture while retaining vigilance to the minutely detailed consequences · Team Contributor o Able to deal with (accept) conflicting points of view and move the team towards a solution o Able to compromise and support a majority consensus · Writer and Presenter o Able to author transparent user documentation o Able to author concise development specifications o Able to present the rationale behind important design choices Experience Required Minimum of 8 years of experience in business analysis and solution design Bachelor’s degree in engineering Experience with a software development process or project Experience with producing professional documentation Minimum of 8 years of experience as either a o Product Consultant o Software Designer o Business Analyst Preferred Added advantage if the experience is specifically within the context of healthcare payer operations Added advantage if from a product development background Worked directly with customers Bachelor’s degree in computer science Analyze, design develop, troubleshoot and debug software programs for commercial or end user applications. Writes code, completes programming and performs testing and debugging of applications. As a member of the software engineering division, you will analyze and integrate external customer specifications. Specify, design and implement modest changes to existing software architecture. Build new products and development tools. Build and execute unit tests and unit test plans. Review integration and regression test plans created by QA. Communicate with QA and porting engineering to discuss major changes to functionality. Work is non-routine and very complex, involving the application of advanced technical/business skills in area of specialization. Leading contributor individually and as a team member, providing direction and mentoring to others. BS or MS degree or equivalent experience relevant to functional area. 7 years of software engineering or related experience.
